Vice President for Research and Policy
William Ruger serves as the vice president for research and policy at the Charles Koch Institute and the vice president for research at the Charles Koch Foundation. He is a senior advisor and foreign policy scholar at Defense Priorities and a research fellow in foreign policy studies at the Cato Institute. Ruger was previously an Associate Professor in the Department of Political Science at Texas State University. He is on the Board of Editors of Armed Forces and Society. Ruger earned his Ph.D. in Politics from Brandeis University and an A.B. from the College of William and Mary. He is the author of Milton Friedman, and co-author of two books on state politics including the new 4th edition of Freedom in the 50 States. His most recent scholarship appeared in International Studies Quarterly, Civil Wars, and Review of Political Economy. Ruger has been interviewed frequently for television and radio, appearing on MSNBC, Fox News, CNBC, and Fox Business, and he has written op-eds for a number of news outlets including USA Today, Investor’s Business Daily, and Time. Ruger is a veteran of the Afghanistan War and an officer in the U.S. Navy (Reserve Component).
